I'm almost 100% sure they said the Jax guy could have returned it for a TD. If that's the case, him being able to fumble with zero consequence is a nutty rule.

The punting teams players could volley the ball into the receiving teams players, going for a turnover, so it makes sense.

The receiving team would have the option of A) taking the ball where it was first touched, B) the result of the play.

Players on the punt team are taught to down the ball by picking it up and handing it to the ref. Don't touch it and walk off.
