It did but we also have to acknowledge the fact that the showrunners changed some things going into season 2 that really improved the show as well. I'm ok with seeing if they can work some magic on stupid Fish Mooney.
I'm not giving her much rope though but that's ok since this show runs at such a fast pace. Whatever they do with her will happen fast.

She isn't in the comics. She's an original character for the show that clearly no one likes. There is no need for her storyline. And now she can control minds or something. Ugh
