I have heard of the wire brush trick. I would try that should things get worse. Also, try the hold command while your dog is at heel. Do this with a bumper then transition to a dead bird (make sure not to use frozen birds, let bird thaw). The hold command can be very useful in teaching dogs not to chew on birds.
