Who is James Frain supposed to be? Just a made up character? I assume his gang is going to make up some interesting villains. Joker, obviously. Barbara = Harley Quinn?

I believe so. He's just tied to an actual character in the DC Universe that's making an appearance this season. That said, from what I've read he's a regular for this season at least.
