Washington hiring Willingham made some sense though because he was successful at Stanford before moving up to ND. The others didn't have a track record of success as head coaches. I'm not sure why ND was hiring coordinators (even NFL ones) to begin with
But to answer your question, it's because it's an easy thing to sell for a shitty program. Look at where those coaches landed- all shitty programs aside from UW (see above). Those coaches are relatively big names after having coached at ND and it's an easy way to spike season ticket sales and generate excitement
