I was more commenting on the fact that Animal Control only went with Dangerous the first time. If they had 19 reports it seems like they would have gone straight to vicious. I never like when the government decides something and then changes its mind and comes back over the top. If they rule and you fulfill the requirements then it seems like they are obligated, absent changing circumstances, to abide by their ruling.
