Wired mag said it's loosely based on James Carville's work in S. American campaigns.
Honestly, it would probably be better if it was more closely based the documentary. Carville did some interesting work down there and writing a character that's half as colorful as the real man would've been way more entertaining than what is clearly another re-write for Sandra Bullock (see The Blind Side). Good premise with underwhelming execution it looks like
