they have something like 30 million lawsuits they have lost that are unpaid - but theres no collection mechanism for the citizens suing them.

In this case, however, the City attorney agreed to an injunction, which they thought would just send it to the unpaid judgment list. They were wrong. If they had just sat silent and shut up until the Judge entered judgment, this story wouldn't be a story.
