Bringing all the state buildings/employees back downtown and increasing their number is a significant contributor to the problem. And the cost/sq ft is way higher in most cases, also contributing to budget problems. There have been repeated, compounding, bad decisions made over the years. They need to divert as much through traffic, especially trucks, off the Interstate within the city, because nothing is being done to make areas close in to all the major employment attractive enough to bring all the folks that took flight back to the city proper.
