Why would they need to get back to I-12? If you are taking 12 from Hammond, you are going through BR to go to TX. I-55 meets 12 in Hammond, so you bypass everything if you take I-55 to 3127 which ends at Hwy 70 before Donaldsonville. You complete 3127 to Gross Tete, this takes all the traffic going to New Orleans out of BR because 3127 runs to Boute/St Rose I-310 exit or if you are going to Atlanta/Jackson, etc., I-55 to Hammond/I-59 Kiln. It removes all the traffic just passing through. If you need to go to BR or somewhere on 12; you still can. This also allows traffic to cross the river at 3 places, Sunshine Bridge, Gramercy, and Hale Boggs. If it connects to St Francisville, that is 4 or take the new bridge/old bridge. Those wanting to stay on 10 or 12 can. This takes out the drive through traffic.
