I'm not sure the dynamics of a stack coming off the bridge. Seems like you need some space to enter and exit a stack, and while there is space going westbound, I don't know about eastbound.

Out of stupidity, it would just create a bigger clusterfrick. A loop would alleviate probably 30% of the traffic
