The problem is, we don't have the money to build it. The greenlight projects have completely ruined any sort of reserve we have to fix the roads we already have.

The Green Light plan is a totally parishwide plan funded by sales taxes collected in EBR Parish.
No reserves were used.
Any upgrade of I-10 or I-10 requires state and federal money. There's no way EBR Parish can fund it, and besides that ;it is not a parish road but a federal highway.
