For a guy around 7', it isn't terrible. Also, he is training to play basketball, not bodybuilding. Flexibility is equally important as slow-twitch strength.

I seriously have not seen a 35 pound plate since the 90's. Don't think they're even made anymore
(I know there are probably still some in use- just very uncommon these days)
