The NCAA absolutely needs to make these standards based on set criteria, not letting the schools decide what they think they deserve...
Why don't they let the schools tell them how many scholarships and evaluation hours/phone calls they think they deserve while they are at it.
There are many legit cost of living assessments they can use, Knoxville/Tuscaloosa would be lucky to be near the middle of the pack much less top 5 among cities in the US with D1 programs.
