Well if it was badly wounded that might have been the right thing to do? Not sure, we certainly don't have that level of detail from the article.

It's unfortunate for the dog as it was just acting naturally. The owner needs to control its dog and prevent it from attacking in this situation if they don't want it shot.

Yep. Dogs are taught to be stand by their owners and shite like this happens. Loyalty is good most of the time, but it sucks in instances like this
