they're trying to tap into that high dollar lunch crowd. half of those o&g big shots in the buildings right there go to massa's, mortons, the club at houston center, guadalajaras, etc. there's plenty to go around for everyone.

You're right. We do.
And technically it's a chain. However, I tend to distinguish between nationally franchised huge volume chains and local, limited, or obviously higher quality chains like Vic and Anthony's, Pappas Bros, Ruth's Chris, etc.

Throw in the 1000+ new hotel rooms opening downtown and the revamp to the convention center and there will be plenty of travelers/conference attendees eating out in that area as well.
I still like the bone-in ribeye at Vic and Anthony's more, but Pappas' overall food and experience is better.
That's said, the ribeye for two at Pax Americana is the best steak in Houston...
