I may have useful information for you next week and will try to remember to post it. A few days ago the propane guy visited my builder at a house I've got under construction in a VE zone in FL, don't know the outcome yet.
That quote seems absurdly high, though.
If burying is required my builder intends to do it along with the septic tank.
