Maybe so, but the problem would be a fraction of what it is now. Depending on foreign manufacturers would drive up gun costs astronomically. Plus you have the added benefit that most guns are generally not addictive.

Don't know if it matters, but most guns that the cartels use are made here in the US.

I would think that would make the difference. Someone earlier claimed that the US is the top manufacturer of guns in the world. I'm inclined to think this is true.

Guns aren't like cocaine or other drugs. With cocaine you pretty much just need to farm land to grow the plants and maybe the proper climate. With guns you need the industrial capability. I doubt other countries have the same industrial capability as us to wholly replace what we produce if we drastically cut down.

What problem is that exactly? Gun deaths? Murder overall? Crime overall?

No, just like there isn't only one high-end choice for illegal drugs, the market (black in this case) would have the usual range of cheap guns and up to the nicer higher end guns. In this scenario, There's probably more money to be made by more cheap guns than less high end guns. It's just pure economics.

Drugs made in America are way more expensive than drugs made in Mexico, why would guns be any different. The reason they aren't making them now is because anybody can go to a gun store and buy one so the black market demand isn't very high.
