For the entirety of Brown's career, he's either been good enough to coach in the pros or too old to give a shite about anything on the face of the earth. Given the exhaustive code by which the NCAA requires its members to comply, there is no reason to expect a coach to fit that description to come anywhere close to complying with NCAA regulations.

Larry Brown. John Calipari. Butch Davis. Jim Harbaugh. Bobby Petrino. Nick Saban. Steve Spurrier. Avery Johnson. Mike Krzyzewski. Tom Izzo. Rick Pitino. Eric Musselman. Tim Floyd.

There's no reason to expect any of these men to be clean. Not only that, but think of all the coaches who aren't good enough to be in the pros but still think that they are. They're probably even more cavalier about NCAA regs. The NCAA has written literally thousands of rules that they haven't the means to enforce.
