Oh it's a real thing and it was around long before police used it. Hell, I have heard sports coaches talk about it.

Which is why they teach it in the Police Academy and warn about it. Doesn't in any way, shape or form absolve the guy of responsibility for his frick up. Just explains it. But you also want to call me a boot licker so frick off as well.

This is what happens when you try to reason with a bunch of people who just want to internet scream at each other. Go join the Mayor, Prosecutor and Community Activists if you want. They all agree that they should just hang the guy without bothering to figure the shite out.
