Assuming their heart rate is equal then their work outs /outside of additional sweat would be very similiar.
I don't think heart rate would be the same though.

Wouldn't matter. heart rate is an indirect measure of work done. What matters is power output, which would be the same in both cases. Heart rate is only good for measuring output when environment is controlled for.
If anything you burn more calories in cold weather.

Can most people run the same 5k time when it's 95deg or 65deg outside? I can't. Not even close.
