Not true at all.


As for the rest. Read the article, it's clearly F16's fault. And you're wrong, even on an IFR flight plan doing IFR approaches in VFR conditions the pilot is required to see and avoid traffic, especially when ATC calls out said traffic and instructs the pilot to turn to avoid it.
