The radar in the F16 is forward looking with a scan cone of about 120 degrees, hypothetically the Cessna could have been on the same course direction as the F16, and the F16 did a tight turn into the path of the Cessna never seeing him visually or on radar. Mid airs rarely occur with the planes on a head on path, the planes are usually flying headings that end up converging on the same point due to one of the planes changing altitude or making a sudden course change.
