Because men's soccer has much better setups for developing players through academies. Those cost a lot of money. Women's teams cannot put that much money into youth development because they don't make nearly as much money. The college system is about as well-funded and organized of a system for women's soccer development as you'll find. That's why.

ETA: When i say dominate I simply mean be one of the best countries. I dont mean dominate like we do currently in basketball

What a ridiculous sentiment.
We were at the inception of women's soccer, where as we are playing catch up to the rest of the world on the men's side. And that is all because soccer is not the popular sport in this country. We have a long way to go for the men to be serious contenders year in and year out.
We don't have that problem with the women. Many of our best women athletes already choose soccer.
