the way it's set up, it cannot be lowered, only taken down altogether.
it was done that way on purpose for when the USA flag is lowered at half mast that the confederate battle flag is higher.
ETA: I didn't word that right.. the battle flag cannot be lowered.
it's stationary and the USA flag isn't. so the USA flag can be lowered at half mast, and the confederate battle flag cannot.
hope that explains it better.
