TOPS is obviously limited to in state players, only covers tuition (plus a stipend depending on the level) and not the full cost, plus LSU has no control over who is eligible/qualified. All I know about the Vandy program is what was posted earlier in the thread. It looks like their "institutional" formula determines the amount of aid and it isn't limited to Tennessee residents.

Does Vandy's program allow them to exceed the 11.7 rule?

Edit - went back and read the link you referenced. Would be interesting to see how many of Vandy's players received this and what percentage of cost of attending each had to pay into it.

You'd also have to know the number of LSU players receiving TOPS in order to make a valid and qualified comparison as to any advantage gained.
