Long Beach/Pass Christian is what WLOX said.
As is the case here, a Mobile Bay jubilee is caused by low oxygen content in the water that forces sea life closer to the shore where there is slightly higher oxygen content.

if it's a red tide, where are the pics of the actual red tide?
