Where the settlement of last island existed is now a couple hundred yards offshore.
The state is about done restoring the Barataria chain and they are now shifting focus to the Timbalier and Isle Dernieres chains (whiskey and e timbalier up next). If they ever find the money to put the Terrebone chains back together, it will be time to redo Barataria again.
As for camping, I know Raccoon Island has signs all over it due to the pelican rookery, but I think the others are fair game.
