Should be mature by his Junior year or at least show significant development. I'm not expecting Harris to be all-world this season but this move for another QB is desperation.

Desperation? Only if he was coming in and expected to be the starter as soon as possible, which he isn't. In 2016, LSU now projects to have a Sr, RSJr, Jr, RSFr, and Fr on the roster. That's a good thing. There's no guarantee that both Jennings or Harris stick around depending on how 2015 goes.
I, for one, am happy that McMillan won't be potentially the only back up QB with time in the system in 2016.
