Almost had two planes crash on take off at Midway Airport

"1328" and "3828" over the radio. It doesn't take a rocket scientist to see what was going on here.

Sometimes I have similar sounding call signs on freq. Even when I inform the pilots of each other they will still on occasion take each other's clearance. It will get blamed on the controller.
