His car is a beater that he can probably patch up on his own. Will not claiming repairs on his car help when it comes time to renew his insurance? He expects a rate bump but wants to minimize it obviously.

absolutely,

My kid is 3 months away from getting his license.

I'd make my 16 year old drive the beater without repairing the damage. Just to remind him how stupid he was to have caused an accident. If he wants to drive an undamaged car, he can save up the $ from his job and pay for it himself. Too embarrassed? Oh fricking well...

My kid already knows that he is responsible to pay for his insurance, If we get a bump in premiums bc he had an claim against him, he will cover it or he wont drive.

Harsh? Probably but it was the tactic my parents used when I was a teen driver.
