I'm sure they can drastically reduce his sentence but if I'm not mistaken it's law that anyone convicted of a sex crime has to be on the sex offender registry. At least that's what I thought. Perhaps one of the OT legal experts can clear that up.

I have no idea, but I didn't think this was true.

They did put a 25 year cap on his registry status, so I wonder if at the very least they could drop it to 1 year or something?

They could reduce the charges to something that doesn't require registry as well. He plead guilty to the charges because the prosecutor promised neutrality. In an appeal he can change his plea.
