can anyone explain what I need to do in order to lease a piece of my property to someone? I've never done it before.

A) Contact an attorney and have a standard contract drawn-up
B) Have lessee sign said contract
C) Make sure lessee does not violate said contract
That would be my best guess...

if I were to lease a piece of property to a friend to build a home on, would I need a lawyer or would a notary be sufficient enough?

Why wouldn't you sell the property to him? Why the 99 year lease? Are you trying to maximize profits on your friend? Have you thought about a bond for deed?
I think your friend needs the attorney.
