So is this being enforced as of immediately?? Or will it even be enforced is a better question.

My guess would be that it's going to be enforced on certain individuals and not the mass public right now. Get somebody high profile and try to bury them to put the rest of the sheeple in line. That or one day all of a sudden your favorite gun blog or youtube channel will just be gone.
