It seems like New Orleans East is where all the THUGS, trash, filth, and scu.... er, I mean, ghetto denizen that used to live in the Lowa9 moved after Katrina.
Don't get me wrong, the East had already made a sharp turn to the worst before Katrina, but now it's just like one big project.
