Seems like these guys were scanning a particular subset of the dark / deep web: the part that is intended to be found by anyone who is interested... once those people log in with Tor or similar. It isn't really that surprising that they found this part to be small. While there are some messed up people out there, I don't think there's that many where you'd find an enormous underground, so to speak.
The majority of deep web content is corporate databases, libraries, etc. that aren't pervy in the least. They are "dark" from public searching because they weren't created to provide information to the public and most have restricted access. Note: this doesn't mean they have dangerous or classified info either. They're often just internal resources and data sets for corporate use, including research and archiving. I doubt that PunkSPIDER was able to glean anything relevant from these type sites, though they comprise a huge part of the dark web.
