That's not a scene or description from the books
The entire Hardhomme fight wasn't in the books.
My guess is that it will be played off as a strategy by the WW's. When you can turn their dead into your allies, letting them go home to gather more fodder (read: future allies) in one place just makes sense.

My estimation is that the zombies would sink. They may be able to cross a waterway and emerge on the other side as they do not require air to breath. In order to float they need to displace more volume of water than they "weigh". How would they gain buoyancy to attack humans floating on top of the water (with their lungs filled with water and holes and damage to their skin/exterior)?
