Apparently, the Nike app had it exclusively last week, but everywhere else, including the PSG official store, had to release it on the 27th. So, I'm guess it was a Nike PR move to sell shirts with direct profit due to people seeing it and wanting it immediately.

Makes sense, for Nike at least.
That looks like the Champs-Elysees store near the Arc...I stood in a similar looking line there last year.
