I have to correct part of my OP. The ride was actually for 77 miles. They charged $350 for the distance, $5 for toll and $157 for time. The start and end addresses were the same - some house in the Bronx, NY. Looked like a run down area on Google Street View.
I read online that when hackers get control of your Uber account they sometimes change the password and lock you out of it and keep charging rides to your card. Obviously no one wants that. So we just cancelled her card and ordered a new one. Although I am not sure how Uber will give us the refund now since they can't put it back on the card.

If you claimed fraud and cancelled the card, Uber doesn't get the money. There is no money for them to refund.

I wouldn't put the new card number on the Uber account. I wouldn't use that Uber account for awhile or at all. You do have some control over the situation here. Use it.

Some credit card companies have identified "red zones" where fraud is so high, they won't issue cards to addresses in those zones. However, they can't stop someone from using a card in one of those zones.
The other posters are right - just report the fraud to the credit card bank and let them handle it from there. You don't have to pay for the ride.
