All he's got is a couple of pg. 11s. The Maines don't technically even know about the DUI. At least not on paper.

When he said "the other was for the DUI," I think he meant one of his page 11's, so there may well be some documentation.
If (for whatever reason) his current command won't support his wish to transfer to active, then he will have to talk to a prior service recruiter. It would certainly help if he was squared away and had the endorsement of his superiors.
