I would travel Europe in the winter. At the end of the day you will save about half on airfare for what you pay in Spring and Summer, my round trip with turkish airlines was only $700. Once you are there you can airBnb for pretty cheap or stay at 3star hotels for about the same price as an airbnb. I went to Eastern Europe in late Feb/early march for 18 days, traveled 5 countries by train and spent around $3500 total. I also splurged at expensive steakhouses a few nights.

Ideally, I could have cut the trip in half and done 2 countries for $1800 i figure.

Get on board the euro is down as of now!

If you both ski, then yes. If not, then maybe Spain in Winter. It's still cold but like El Paso cold, not horrible.

Many European historical sites and museums are either closed or on short hours during Winter.
