Absolutely. If you can crack a 21 on your ACT and graduate high school with a 2.5, you get a free ride to almost any Louisiana public university or community college.

Seems like TOPS would be a huge draw for families with high school aged children. Especially those that can't afford to pay for college out of pocket.
