They're supposed to arrest people who are breaking or have broken the law. They're not supposed to arrest everybody.
Same applies to shooting people. As difficult a situation as it may have been for police officers, they are not supposed to shoot anyone who isn't a threat.
This Swanton character seems shady as hell to me.

Reports on one of the bikers that was killed say not only was he not a member of and MC, he didn't even own a gun. Guy was a decorated Vietnam Vet.

Imagine if they had applied the same rules of engagement from Twin Peaks to the riots in Baltimore or Ferguson. The country would have had a melt down.
