Cops are less likely to detain the homeless person because the cop will have to do something with the dog too.
Also, nice sympathy tool when begging, companionship, protection, etc.

Was weird today, saw this nasty homeless guy but his german shepherd looked very healthy and well groomed. Stolen dog?
