You're letting the chronology of the story-telling dictate to you the actual chronology of events.

Taking what we know at face value here's what probably happened...

As I was about to explain this, something didn't make sense...

The gal that was Reckon'd... She mentioned she was doing Y2K work in the area when she woke up in WP. Could it be that the Doc (along with major government help) had created this program in response to the collapse he thought Y2K would bring? If so, that puts planning back a bit but allows for a whole extra decade worth of abductees and is the only way her presence makes sense.

So going with this theory Y2K is a big bunch of nothing. Doc is able to BS the government for another decade but people are getting antsy about the costs of his program. In order to justify it he creates the Abbies.

Now that I am thinking on it more, it may have gone on much longer than that. The gimped real estate guy was roofied in the hotel room by the nurse, but the nurse did it when she was young and hot (per the guy's claim, and when he woke up she was old). Let's say she was 25. The city seems to have been up and running for around a decade or so (20 years max) due to how much the agent chick had aged. The nurse appears to be in her late 50's/early 60's and she abducted the real estate guy somewhere around 2000. So the program likely started somewhere in the 90's (around 95, but maybe as early as 1990).

So the Doc, the nurse and the guy that would become the Sheriff all work to bring people into the program and they do this for years. So when Doc is talking to Matt Dillon's partner, the partner is aware of the program and that the other agents are in hibernation already. He's concerned that the wife and kid are going to uncover something so he makes arrangements with Doc to have them brought in as well.




Here's where I was originally going, Bosceaux:

At some point Doc, Sherrif & Nurse all end up going into hibernation also. We'll see other stories of things they did in 2014, but those are all flashbacks.

They said it was 4028 right? Is it a coincidence that this is exactly double the number 2014 (the year where show starts to take place)? Just something I wondered.
