Send an email stating that you are not in doubt and that you would like your boss to reconsider based on (state your valid concerns). Be professional and respectful with the email. Its purpose is not to make your boss change his mind, but to document your concerns if his decision does not work out. This way of the blame game starts to burn you, you have a fire break.

I have thought about the email thing. The amount of work it will take to try and make this lady even partially competent has me annoyed. The fact that the guy who does not get promoted might leave because of this also me really concerned. I am not going to lie, I feel as if this might be a move to undermine me.
