I haven't been to NO since the ban. How does it effect the bars like the beach on bourbon and Pat O's that have the open indoor/outdoor layout? I could see it being almost impossible to enforce at those places.

It'll be enforced. Bar owners don't want to get hit with hefty fines. Those bars will be ok though, as they already have large outdoor areas. They'll just maybe have extra employees guarding the entrances to the inside areas.

Bars like the Chart Room will be hurt bad IMO. They are notoriously smokey, and cater to a very large service industry crowd, who tend to be smokers. I envision that corner getting awfully crowded at night with smokers congregating outside.
