Burnley are due a compensation fee for the player because he is under 24 but they have rejected Liverpool’s undisclosed offer and talks are ongoing as the two clubs bid to reach a settlement.
If they are unable to do so, the amount will be determined by the Premier League, who would have to form a compensation committee to deal with the case.
