The both of them actually discussed this before the Jaguar situation went down. I believe they were in a bar around Christmas time. Don was scared of Joan when he first arrived at SC. Bret told him that she is the only person in the office he shouldn't cross.
I think if Joan wasn't such a huge bitch to him during S7A. They could have possibly hooked up. But now, it seems like a distanced dream for fans.
