First off, Germany can't "earn an extra spot." They have four, just like England and Spain. But Germany is close to passing England for the second place.
Here are the UEFA coefficients: England is going down, while Germany is going up... (the second to last number is for this current season). Germany has outperformed England in three of the five seasons. LINK

(Now, England isn't in much danger of falling out of the 4-spot group at the moment. Italy is still a decent bit behind.)
We can cherrypick numbers from any given time span, but these are the five seasons UEFA uses to pick Champions League spots. What they're saying is correct in that, if recent trends continue, Germany is about to pass England. But Italy or France would have to take England's fourth UCL spot.
